New feature: Forum rules for the classified sections.

The classisified sections have a rules page thet user must acknowledge proir to access. All the rules are the same, so once you aggreed to one you knwo what the others say, just agreed to them.

This marks in the system that you have agreed. comments or suggestiosn welcome.
