I ride a 2009 1300C and have just realized that the reason why my teeth rattle each time I roll over a highway expansion seam is mostly likely due to the factory per-load of my shocks. They are definitely set too stiff for my weight. So after consulting this forum for the quick "How To" on adjusting shocks, I remembered that I have a pair of jumbo hard bags on my bike which leave very little of the rear shocks exposed.

Can anyone suggest the best way to make the required adjustments without removing the bags. That would really be a PITA.

If there isn't enough exposed to do it with your bare hand, then take an 18" or 24" rubber bungee strap, remove the hooks, run it all the way around the shock and that will work. It doesn't take a whole lot of pressure to get them to move.
