I bought my VTX on Ebay & the previous owner put on some
Vance & Hines pipes with no adjustment to the engine..there
seems to be quite a bit black soot inside the pipes..should I
make any kind of adjustment or just leave it as is?

You usually need to rejet with new pipes. If you need to and don't you will probably burn your valves I'm told.

You don't have a carburetor... the fuel management system probably needs updating... or so I'm guessing.
