I do not think that they are to keep the carb from icing up . Rather they are used to get the carb to operating temp faster for less fuel emissions. Just my thoughts ...I maybe wrong.

Possibly both, but I would put my money on anti icing. Remember, most carbs were mounted on top of the intake manifold of cars with that big old engine under them sending all of that rising heat up (heat rises) and also the exhaust manifolds, icing usually wasn't an issue, whereas the carb on a VTX is mounted to the jugs with isolation dampeners between the carb and the jugs so there is little heat transfer to be had at the carb and wind blowing around the carb all the ways around it and as in small General Aviation aircraft the cooling effects of atomizing the fuel in the carb can lead to icing in the carb throat!!!
