Depends on if you want to save the paint. If you are trying not to damage the paint, better left to a professional. Where are you located? In Colorado they have hail damage places all over. Those guys are amazing. I would go over and take drinks to the guys, just to watch them pop dents out (I had a shop next door to my house there). If it is something that will be repainted or it does not have to be perfect, depending on where it is, you might be able to do it with a wooden dowel or a nylon stick. You could add heat to get it to move better (Gas can and heat do not mix, fill with water or foam). There is a lot of things you can try but, because it is part of the fuel system, that has to be your first concern then secondly leaving small pieces of debris behind. You don't want to do that either. Your best bet is having someone who know what they are doing, take a look. Pictures are good too. Is it from a drop or handlebars?
