On the carb diagram for the 1300 I see a part labeled "Needle Set" (Part #2) which appears to go inside the carb above the main jet. Am I reading the schematic correctly? Does this screw into the main jet hole above the main jet? Let me ask another way. Are there 3 pieces to the main jet assembly? Or is the #2 on the schematic set further inside on the bottom of the carb, permanently attached?

#2 is the needle that fits through the hole in the bottom of slide diaphragm #22, under the little yellow plate and spring (part #12) read about SCAR mod

I have not worked on the VTX 1300 carb specifically. That being said the needle set is a brass fitting at the end of the main jet assembly that prevents the needle jet from pulling completely into the main bore of the carb at full throttle and getting off center a little and sticking, holding the slide all the way up. On the Mikuni's and Keihin's I have worked on, it stayed in the carb when removing the main jet assembly, but could be pushed out when completely disassembling the carbs. It has been a long time though. That was back in the day of brass floats with adjustable tangs to set float height.

That is a part that is. not a serviceable part , # 39 is the main jet , # 29 is the emulsion tube . they call it the "needle jet holder" the needle jet is also # 2 but no longer available from honda.The schematic shows 2 ,#(2) but you only deal with the needle itself when tuning.Usually tuning kits will send a thinner and quicker taper to replace the stock needle profile.
