Kansas has that. Its called Dead Red law. You also have to wait a reasonable amount of time. They dont stipulate what that is. My thought is, if something happens and you cause or are in an accident. "You didnt wait a reasonable amount of time". Thats usually their thought process haha.

I once rode a wheelie off a red light for about 100yds, never broke speed limit. Officer pulled me over and gave me "failure to control" ticket. I went to court, represented myself and explained to judge that I was in complete control, and in fact it takes ultimate control to ride on one wheel a vehicle that was designed to ride one two wheels. I won the case... then they came up with the term "Improper start", improper to whom?...
