I also did the weather stripping and o rings. Worked great. I bought the kind that has adhesive on one side and stuck it to the speedo. Top and bottom. Then I carefully wedged it back into the chrome housing and then mounted the housing back on the tank with the o rings.
Easy, neat and effective.

I tightened the bolts down around the housing. It did work. Just snug these, dont bear down. The very first 2002 18 C I test rode buzzed like an alarm clock. Honda never adequately fixed this housing. Some things they do right some they dont do at all. To me the whole speedo and houseing is a cheap contraption.

I did rubber washers. Glued them to the speedo mounts making sure not to block bolt holes at all. Glued a flat rubber strip between housing and glass towards the bottom. All is cured :icon_rock
