First, the issue. 2002 VTX 1800r, Fuel pump doesn't prime. Fi light comes on, then off. Relays click. Fi light stays off after initially coming on. No blinking

Background: bike hadn't been operated in about 4 years. Tried to get it started, and it initially started. It quit, then hydrolocked and fuel started pouring out of the cylinders and throttle body. I replaced the fuel pressure regulator, and that stopped the fuel leaking out of everywhere. Now the starter wouldn't work. Replaced the relays on the throttle side, and the starter relay/solenoid on the clutch side. Now it turns over but the fuel pump isn't priming. Fuses on both sides checked out good. Not sure where to go from here.

This was my Dad's bike and was left to me when he passed recently. I'd like to get it running, and sell my Raider. Any assistance would be greatly appreciated. Thanks all.
