So I just got back from the Chicago motorcycle show. I've been waiting to get Hard-Mount saddle bags on my VTX1300 for while and while at the show I might have found a viable possibility for under $400!

They are universal "hard mount" saddle bags by Willie & Max (they have a throw over version also, which might be in the picture).

They are design to be hard mount bags but universal. I looked at them in real life at the show and they seem put together well enough. My alternatives have been the US Saddlebag's hard mounts or the Hondaline "Leather Saddlebags". http://www.ussaddlebag.com/saddlebags.html and http://powersports.honda.com/products/accessories.aspx

The Willie and Max ones are cheaper -- about $200 cheaper as they came with the hardware you need.

The question that I have those is one of dimension and I'm wondering if anyone knows or can measure the dimensions of the Hondaline Saddle bags. I figure that would be the best guide. I'd also take the measurements of the US Saddlebag's version too as they appear to look good also...

Everywhere I look states that they are 24L, but that doesn't tell me much.

Sorry cannot help with your question. But I can speak favorably for the quality of the Willie and Max stuff. I have their Grey Thunder Max Pack on the back of my bike. Well made and is holding up very good.

++on the quality of Willie & Max I've had their bags on all my bikes, and never been disappointed by them, they do hold up over time, my old vstar 650 that my wife now rides, has had them on there for 6 years now, and when clean look brand new, with very little wear.

I'm not sure if this will answer your question, but I ordered (haven't received them yet) Willie & Max's Large Plain Hard Mount bags. The J&P Cycles catalog specifies their size as 20.5" X 11.5" X 6". Also from a video I watched on YouTube, it looks like you will be the one deciding where to drill holes in the bags so that they fit properly onto your bike. I think that was a video for EZ Brackets, which I have also ordered. I'm pretty sure it will work, one way or another.
