It is Stump. I have heard many guys over the years say they've had problems contacting him and a few that have have had only good experiences. I'm not even sure if he's in business anymore. The site you are looking for is Gateway Xtreme but I'm not sure if this is Stump's business or someone else's. It's been so long since I heard anyone using them. If you do business with them, be sure to post your experience.
Just curious about the bags...do you have any issues with them scraping around corners or do you have an air ride that you can lift the rear when riding? Love that 23" front wheel too. It's just right for that style of bike.(y)
 
If it's lower forks you're looking to chrome, an option is sanding/polishing. It is a LOT of work, but they come out looking like chrome. When I did mine, I vowed to never do that job again(lol) but I was very happy with the result. It was a tonne of elbow grease, but otherwise FREE!
 
Have you considered powdercoating just the caliper? I polished the mount and powder coated the caliper black on my VTX. I really like the contrast and it's holding up really well. Either way, they'll need to be disassembled and the holes plugged. It may be cheaper and/or easier to do this.
